About Keystone Advocacy
& Melissa Burchell
A steady, knowledgeable partner for families navigating special education, with clarity, preparation, and compassion.
With over 20 years of experience in education, and more than a decade working specifically in special education, I bring both deep professional expertise and a grounded, compassionate approach to advocacy.
My background includes working as a special education teacher, administrator, and coach/trainer, supporting students with diverse learning needs and the teams responsible for serving them. Over the past six years, my work has focused heavily on IEP development, implementation, and compliance, collaborating with multidisciplinary teams to create plans that are legally sound, educationally meaningful, and centered on student success.
Education, experience, and perspective that matter
I hold a Bachelor of Science in Applied Psychology with a focus on developmental psychology and a Master of Science in Special Education. I am currently completing a Doctorate in Education (EdD), with advanced study in educational systems, leadership, and policy.
This combination of classroom experience, administrative leadership, and advanced study allows me to support families from multiple angles—understanding not only what the law requires, but how schools operate in practice, and how to navigate those systems effectively and respectfully.
How I support families
My strengths include educational law, collaborative problem-solving, assessment review, goal development, and parent and team training. I am especially skilled at supporting families during high-stress moments. Helping to diffuse challenging situations, clarify next steps, and refocus conversations on what matters most: their student.
I believe strong advocacy does not have to be adversarial. My approach emphasizes preparation, clarity, and collaboration, empowering parents to participate confidently and meaningfully in their child’s educational planning.
My role as an advocate
I do not replace parents in the IEP process, nor do I provide legal representation. Instead, I work alongside families; educating, preparing, and supporting them so they can make informed decisions and advocate effectively for their child.
Whether you are preparing for an IEP meeting, reviewing documents, or feeling unsure about next steps, my goal is to help you feel grounded, informed, and supported throughout the process.
If you’re looking for clear guidance, thoughtful preparation, and advocacy grounded in both experience and compassion, I’m here to help.
